CONSTITUTION

GEORGIA SOCIETY OF NUCLEAR MEDICINE TECHNOLOGISTS

ARTICLE I: NAME

The name of this organization shall be the Georgia Society of  Nuclear Medicine Technologists, hereinafter referred to as  GSNMT.

ARTICLE II: OBJECTIVES

The objectives of  GSNMT shall be to promote communication and dissemination of knowledge; to promote continued education and research in the field of Nuclear Medicine Technology through meetings and other activities in the State; to strive to better the welfare of mankind by advancing the highest possible standards of practice of Nuclear Medicine Technology.

ARTICLE III; STRUCTURE

GSNMT shall be an autonomous, nonprofit professional organization with its own officers, dues and by laws, and shall be composed of individuals, who are residents of the State of Georgia.

ARTICLE IV: AFFILIATIONS

GSNMT shall have the authority to form any and all affiliations with other organizations for the purpose of promoting unity in the field of Nuclear Medicine Technology without the prior approval or sanction of any other organization.

 

 

 


 

BY LAWS

 

GEORGIA SOCIETY OF NUCLEAR MEDICINE TECHNOLOGISTS

ARTICLE I: STRUCTURE

Section 1.1:  GSNMT shall be an autonomous, nonprofit professional organization with its own officers, dues, and by laws.

ARTICLE II: MEMBERSHIPS AND PRIVILEGES

Section 1.1: The members of  GSNMT shall fall into three (3) categories:

A. Full Members: Full members must reside in or be employed in the state of Georgia, and must be actively engaged in the field of nuclear medicine technology and certified by a national organization in nuclear medicine technology or hold an advanced degree in one of the sciences.  In exceptional cases, individuals not qualifying under the above may be accepted as Full Members by a majority vote of the Council.  Full Members shall have all
privileges of membership including the right to vote and hold office as well as to serve on the committees and to sponsor membership applications.

B. Associate Members: Associate membership is reserved for those individuals who are interested in the field of nuclear medicine technology but who do not meet the qualifications for full membership.  Members in this category shall have all the privileges of full members except the right to hold office or serve as Chairman of a standing committee of the Council of the Georgia Society. Commercial representatives, regardless of other qualifications, may hold associate membership in  GSNMT.

C. Student Members: Students in training are eligible for membership in GSNMT.

Section 1.2: Applicants will submit an official application form-along with the first year’s dues to the membership committee for review and recommendation.

Section 1.4: Membership will be renewed annually at State Meetings, upon payment of dues. When dues are delinquent beyond one year, members will be dropped automatically from the membership.  Reinstatement will be by reapplication for membership with payment of one year's delinquent dues.  The payment in arrears may be waived in special cases where a member has resigned
for a period of time due to unavoidable circumstances.

 

ARTICLE III: OFFICERS AND COUNCIL

 

Section 1: Officers

Section 1.1: The officers of  GSNMT shall be President, President-elect, Secretary-Historian, and Treasurer.  The Treasurer and Secretary will be elected bi-annually by the membership and shall be installed at the following business meeting. The President-elect, will be elected annually and shall be installed at the following business meeting.

Section 1.2: A term of elective office is defined as the period between the installation of officers and the next annual business meeting.

Section 1.3: The President shall preside at all GSNMT meetings. The President shall appoint auditors, tellers, and other persons necessary to conduct business.  He shall also appoint the chairman of all standing and ad hoc committees, unless otherwise provided by the by laws.  He also will be an ex-officia member of all committees except the nominating committee.  He shall be responsible in all matters, stated or implied, that are related to the safety, stature, and proper operation of GSNMT. With the consent of the majority of the Executive Council he may act in an emergency without a general meeting.

Section 1.4: The President-elect shall familiarize himself with all activities of the organization. He shall be an ex-officia member of all committees except the nominating committee.  The Vice President shall serve as chairman of the Membership Committee.  In the absence of the President, he shall assume the duties of President.

Section 1.5: The Secretary-Historian shall keep the minutes of all business and Council Meetings, preserve records, compile membership roster, notify membership of meetings, distribute and receive ballots and all functions ordinarily implied by this office.  He shall, in addition, serve as Secretary of the Executive Committee and as recorder for the
nomination Committee without the right to vote.  The secretary may hold office up to but not exceeding three (3) consecutive terms of elected office.

Section 1.6: The Treasurer shall prepare the budget, keep and preserve the records, compile membership roster with the Secretary-Historian, notify the membership of dues obligations, receive and dispense funds and sign checks with the President's approval.  All records must be presented and distributed at the annual meeting for the entire membership.  The treasurer may hold office up to but not exceeding three (3) consecutive terms of elected office.

Section 2: Executive Council

Section 2.1: The Council shall have general charge of the business affairs and property of GSNMT and shall make such rules and regulations as it shall seem necessary for the management and well being of  GSNMT.  Matters dealing with the routine operation of GSNMT and not specifically controlled by these by-laws shall be functions of the Council.  The Council may appoint an Executive Secretary to conduct such business, as the council shall entrust to his management.  The Council shall also establish the annual dues, application fees, and levy assessments as needed.  Actions of the Council shall be reported to the members by the President.

Section 2.2: The Executive Council shall consist of:

A.           The officers of  GSNMT;

B.  GSNMT three (3) immediate past presidents;

B.        C. Representative from each participating local hospital.

Section 2.3: The Council shall meet at least once a year.  Other meetings may be called by the President with the approval of a majority of the Executive Committee or by petition of two thirds of the membership of the Council. A quorum shall consist of one half of the membership of the Council.  Notice of special meetings must be sent to each council member thirty days prior to the date of the proposed meeting.

Section 3: Vacancy In Office

Section 3.1: In the event that the President and the President-elect were to resign or were unable to act, the Council shall make a temporary appointment in order to allow time for the vacancy of the President to be filled by majority vote of ballots cast.

Section 3.2: In the event the office of the President becomes vacant, the President-elect will assume his duties. (Should the office of the President-elect become vacant prior to the election of new officers, this office shall remain vacant until the next election; and a President and President-elect shall be elected by the membership.)

Section 3.3: In the event a vacancy in any other elected office, the vacancy shall be filled by a majority vote of the members either by mail ballot or at the following meeting.

 

Section 4: COMMITTEES

Section 4.1: There shall be standing committees and ad hoc committees. The standing committee shall be:

A.  Executive Committee: The Executive committee shall consist of the President, President-elect, Secretary-Historian, Treasurer,  and most recent Past-President.  The functions are facilitating the business of  GSNMT, and to administer the policies and directions of  GSNMT, to act as an advisory body to the President.  The Secretary-Historian shall keep a record of the minutes of this committee.

B.  Membership Committee: The Chairman of the Membership Committee shall be the Vice President of  GSNMT.  This Committee will review all applications for membership in GSNMT and certify as to the eligibility of the candidates.  Those who are accepted will be placed on the membership roster upon payment of dues.

Section 4.2: Chairmen or committee members shall not be limited as to the number of terms of office.

Section 4.3: Committee members shall be appointed by the committee chairman in accordance with the wishes of the President on all committees except the Membership Committee.

ARTICLE IV: MEETINGS

 

Section 1:  GSNMT shall hold business and scientific sessions on an annual basis.  A report of the meetings will be sent to the President of the Southeastern Chapter of the SNM.

Section 2: Additional business meetings may be called by the President provided that notification is distributed to all members at least 30 days prior to such meetings.

Section 3: A quorum at business meetings of  GSNMT shall consist of the voting membership present.

ARTICLE V: DUES

Section 1: Dues shall be established annually by a 3/4 approving vote of the council.

Section 2: In the event of an emergency or extraordinary need, assessments may be levied upon approval of 2/3 of the entire Council.

Section 3: Dues are payable upon registration for Annual State Meeting.

 

ARTICLE VI: ELECTIONS

Section 1: Elections will be held at the business meeting in third quarter. Nominations will be accepted from the floor at this time.

Section 2: The report of the nomination committee shall be sent to the Council 90 days prior to the annual meeting.  Upon approval the report of the Nominating Committee shall be sent to the Secretary 60 days prior to the meeting.  At least two people shall be nominated by the committee to each position.

Section 3: The nominating Committee shall prepare a report for distribution to the membership prior to the business meeting.

Section 4: For each office, the nominee who received the largest number of votes by ballot shall be elected to the office.

Section 5: In the case of a tie vote. The members of the Council present shall, as a group, cast one tie-breaking vote.

Section 6: All new officers shall be installed at the following business meeting and shall serve from that time until the installation of their successor at the next annual meeting.

ARTICLE VII: DISCIPLINE

Section 1: The Council shall have the authority of expulsion or suspension of any member who has committed an act contrary to the established principles of the Georgia Society of Nuclear Medicine Technologists.

ARTICLE VIII: PARLIMENTARY AUTHORITY

Section 1: All questions of parliamentary procedure shall be determined at all meetings by the newest edition of Robert's Rules of Order except those procedures governed by provisions of these articles.

ARTICLE IX: AMENDMENTS

Section 1: Any member may propose changes in the  GSNMT by laws by submitting such proposals in writing to any officer.

Section 2: The proposed amendments shall be submitted to the Council for their approval and endorsements.

Section 3: The Secretary shall distribute these proposals to the entire membership at least 30 days before the business meeting.  A majority vote of the full membership present shall cause the proposed changes to become an amendment.
